Your 2019 Toyota Highlander Limited will have a 2" class III receiver like our etrailer Trailer Hitch Receiver # e98844. When we measured this receiver on a 2019 Highlander in our shop it had a height of 16-1/2" to the top of the inside receiver tube.
Without knowing the exact height of your trailer I have a couple recommendations.
First our etrailer Ball Mount Kit # 989900 will include 2 separate height ball mounts. This is best if you have one trailer you will pull and will allow for another if you switch trailer heights. One ball mount has a 3/4" rise or 2" drop and the second has a 2-3/4" rise or 4" drop. This should allow you to closely level most trailers. Also included are 1-7/8" and 2" hitch balls to fit most couplers for smaller trailers.
I recommend the Rapid Hitch Adjustable Aluminum Ball Mount Kit # AM3462 as being the best option if you intend to tow different trailers. This will allow you to adjust your ball height from 4 of drop up to 4" rise in 1" increments. You can also change ball sizes by simply flipping the platform on the adjustable channel. This is very helpful if your trailers use both 2" and 1-7/8" couplers.
