In order to troubleshoot this problem I would first begin by checking the ground since it should be quick and simple. Make sure there is a good, clean connection to the ground surface. Assuming the ground connection is secure on the vehicle and trailer, I would determine if the problem is coming from the vehicle or the trailer wiring system.

Use a 12V probe-style circuit tester like # PTW2979 to check for function at the 4-Way plug on the vehicle side. Have a helper sit in the front of the vehicle to engage the functions while you test.
