Lockout Solenoid On Surge Brake Actuator Clicks But Does Not Engage

Question:
I recently purchased a used boat and trailer. The lockout was not working on the surge brakes when the car was put into reverse. The lights also were not working so I rewired the entire trailer. The lockout is still not working after rewiring. However, I can hear the solenoid click when I put the car into reverse so I am not sure why it is not working. I have pulled the trailer fully forward before putting the car into reverse so I do not think that is the issue. Could this mean the solenoid is bad and I need to replace it. If so, what is that process like. If not, any other ideas? Thank you!

The issue could be either that the lockout solenoid is not functioning or there is an issue with the actual surge brake actuator. I don't really have a good way to troubleshoot the solenoid. If you can heard it engaging and verified power is reaching the unit then I would start by replacing this. The solenoids are fairly universal so I recommend the Solenoid Valve part # T4748800. If this does not correct the issue then a replacement actuator would be in order.
