Would the under hitch work for a 95 wrangler? I want it for a surf pole holder or cooler.

I have another option for you, but the Curt Front Mount Trailer Hitch Receiver # C31028 you were looking at is only confirmed to fit the 1997-2003 Jeep Wrangler and will not fit your 1995 Jeep Wrangler.
Instead I recommend the Curt Front Mount Trailer Hitch Receiver - Custom Fit - 2" # 31408 which is confirmed to fit your 1995 Jeep Wrangler and will give you the 2" receiver you need to carry your surf pole holder or cooler. You will need to make sure you do not exceed the 350lb vertical load rating of the hitch with your accessories.
For your cooler if you do not already have a cargo carrier I recommend the 60x22 etrailer Cargo Carrier for 2" Hitches - Aluminum - 500 lbs # e98874 . You will want to make sure that your accessories do not block your head lights to stay legal when on the road.
