I have a 2011 Prius that is missing the rear plastic bumper so there is just the exposed metal bar/bumper. Wondering if I could somehow safely attach a step bumper hitch like this one to the metal bumper.

It might be possible to install the Curt hitch part # E-3S in theory to the rear bumper beam of your 2011 Toyota Prius but this is not the intended application for this hitch and I am sure Toyota would also recommend against this as well. The bumper beam appears to not be compatible with this either.
We have 2 inch hitches that fit your vehicle with the EcoHitch part # 306-X7178 though which I would recommend highly if you were looking for something safe for both the vehicle and whatever you planned to put in the hitch.
