Will the Curt Front Mount Hitch # C31028 Install Below the Bumper on a 1999 Jeep TJ

I can not use an above bumper system to meet my needs. Does this go under the bumper and accomodate the steering box and pitman arm clearances?

The Curt Front Mount Hitch, # C31028, does install under the bumper of your 1999 Jeep TJ and, according to my contact at Curt, will not interfere with the steering box or pitman arm.
I have attached a photo showing what the hitch will look like once installed. I have also attached a link to the installation instructions for you tow check out.
