Is it worth the money to buy a tuner to improve my ability for towing up hill, IE bang for my buck or just change my gear ratio to 4.1

Adding a tuner is usually not going to improve your towing ability as much as changing the gear ratio or upgrading the transmission. That said, the Superchips Flashpaq F5 Performance Tuner - GM # SU2845 that you were looking at does have a tow mode which allows you to adjust the shift points for more efficient towing which would certainly come in handy.
This tuner adds horsepower and torque which will aid in towing/pulling, but I think you would also benefit from adding a cold air intake such as the Edge Jammer Cold Air Intake with Dry Air Filter # EP284140-D. This intake system combined with the tuner would be a very beneficial setup to enhance the overall performance of your truck.
