Could you weld another 2” receiver on too for my hitch mount flag pole mount?

While you wouldn't be able to weld another 2" receiver on, there is a solution for your 2020 Ford F-450 to use your hitch-mounted flag pole mount with the MORryde Hitch Mounted Trailer Stabilizer for 2" Trailer Hitches # MR22AR.

What you would do is add a TorkLift hitch that has two receivers, with the bottom being a 2" receiver and the top being a 2-1/2" receiver, though it does come with a 2" adapter sleeve. The correct fit for your '20 F-450 is the following:
