You do not need to remove the heat shield to install the Curt Trailer Hitch Receiver # C13427 on your 2021 Hyundai Palisade.

Based on the picture you provided it looks like the hitch is pretty close to the heat shield, but you can use the handle end of a hammer or something similar to push and bend the heat shield to clear the hitch.
