Does Replacement Spine for Yakima HoldUp Bike Rack # 8890277 Come with Threaded Pin Nut

It looks like this is shown both with and without the nut retainer installed. Does it come with it or would I need to also order Y90254?

The Replacement Spine for Yakima HoldUp Bike Rack # 8890277 does come with the threaded insert that the hitch pin would thread into.
