I need to replace the Valve on Black water tank, handle broke off but see no way to replace just handle. I have a 2008 Forest River Cardinal 5th wheel. Its pretty well enclosed in there. Are there Repair Instructions available or Service Manual on that unit ?

We do not have service manuals for any brand of RVs, but I may have a solution. We only have instructions for repair parts as provided by the manufacturer. In the case of the referenced valve, the manufacture has not provided any instructions.
If you have the Valterra # T1003PBC that you referenced and you broke the "handle", I am going to guess that you are speaking about the handle in the wet bay rather than the handle where the valve is. If this is the case you may actually need the Valterra # TC96PB replacement cable and handle.
