I may have a solution for you to access the rear cargo area while carrying bikes on your 2019 Toyota Highlander, but there is not a trunk mounted bike rack that would allow for this access with the bikes attached to the rack. The Yakima HangOut 2 Bike Rack # Y02637 is confirmed to fit on your 2019 Toyota Highlander but it's not going to allow you to access the rear cargo area with bikes in transit.

The only way that you'd be able to carry bikes and access the rear cargo area would be with a tilting, hitch mounted bike rack like the Thule Helium Pro # TH9043PRO. If you don't already have a hitch on your 2019 Highlander I recommend using the etrailer Trailer Hitch # e98844, it will fit your Highlander as long as the Spare tire is not on an aluminum rim. This Draw-Tite hitch has a 2" receiver which can be used to carry the hitch mounted Helium Pro 2-bike rack # TH9043PRO and you'll be able to access your rear cargo area with the rack on the vehicle like you're seeking.
