Yes, the Curt Trailer Hitch Receiver # C12108 has been tested to be strong enough to tow 3,500lbs with 350lbs of that being tongue weight, which is plenty for a jet ski. This exceeds the rating on your 2012 Toyota RAV4. If you have the V6 your tow rating is 2,000lbs or with the Inline 4 you will be able to tow 1,500lbs.
You will want to ensure that the jet ski and trailer with all the gear you will carry do not exceed the ratings given by Toyota.
I recommend the Hopkins Plug-In Simple Vehicle Wiring Harness # HM11143445 for your trailer light wiring. With its plug and play design this will make installation much easier for you. I recommend using the Mounting Brackets # 18144 and # 18140 to secure the plug end to your hitch.
