Need to know if I should order the pressure reducer when I order the other parts to make my Jeep flat towable.

Not unless your 2021 Jeep Wrangler has a full-time "active" power braking system. If you do have such a system, such as installed on some Ford Escape hybrid, Mazda Tribute hybrid, or the Toyota Tacoma vehicles then you may need. But I doubt your Jeep has this so the Roadmaster BrakeMaster Braking System w Pressure Reducer for RVs w Hydraulic Brakes, # RM-9060-900002, should not be needed.

The Roadmaster BrakeMaster System w BrakeAway for RVs w Air or Air Over Hydraulic Brakes - Proportional, # RM-9160, is a confirmed fit for the 2021 Jeep Wrangler unless you have such a system as listed above.
