Do they make quick release bolts for the panel instead of having to screw in the two 17 mm bolts when I want to cover the hitch when not in use?

I did some looking around, but I was unable to find anything we carry to accomplish a quick release of this panel. That being said, this does not mean there is nothing available.
We do have an alternate option, however. A hitch cover like the Au-Tomotive Gold Hitch Covers Plain Black Cover # AUT-BNK2-RB, or the Curt Chrome Cover # F-10P would be good options to fill in the gap.
