Based on the information I could find in the owner's manual for your 2019 Dodge Journey if it has the 3.6L engine it has a 2500lb towing capacity with 1-2 passengers and luggage, a 2000lb towing capacity with 3-4 passengers and luggage, and a 1500lb towing capacity with 5-7 passengers and luggage.
If you have the 2.4L engine then you are limited to a 1000lb towing capacity.
The 2018 and 2019 Journey use the same trailer hitch receivers so I recommend the Draw-Tite Max-Frame Trailer Hitch Receiver - Custom Fit - Class III - 2" # 76225 due to it having a hidden crosstube meaning that only the receiver is visible as shown in the included picture.
For a vehicle wiring harness you will need the # 118536 if your Journey has LED tail lights, or the # 118567 if your Journey has incandescent lights.
I included installation videos of the products mentioned for you to take a look at.
