Are you 100 certain this hitch can be installed on the 2021 Rav4 Hybrid Limited with the foot sensor?

Yes, the Curt Trailer Hitch Receiver part # C13416 is a confirmed fit for a 2021 Toyota RAV4 Hybrid. In regards to the hands free liftgate sensors, these will still be operational but you'll be limited to areas away from the receiver tube.
