Twice, I’ve damaged my left rear Jack bracket—I think by brushing a “speed lump” in my town. I’ll probably end up getting a new one, because the plate welded to the Jack assembly is bent, so it’s off plumb. My question: is there any reason I should not loosen the mounting bolts and swivel the jacks out of the way for transit?

Other than potentially pinching or damaging the wiring on your Ground Control 3.0 System # LC358590, I don't see any reason why you can't do this; it's really no different than taking the jack off and re-installing it. My tech contact over at Lippert didn't see any issues with this either.
You will want to make sure that the leg can be secured in some manner during travel and that you're tightening everything back up properly each time you get to your campsite, which may be a bit of a hassle. You'll want to make sure the bolts are torqued to somewhere between 62-lbs/ft and 66-lbs/ft torque when re-installing everything.
If you want to replace the rear left leg you can use the Replacement Short Left Rear Leg - Ground Control 3.0 Electric Leveling System - 12-1/2" Lift # LC342610.
