Would this product also work as a tailgate pad for a paddleboard or kayak on a 2018 F-150?

I suppose you could use the Thule # TH824PRO in this manner; however it's not going to secure the boards or kayak in any manner and it's really just an expensive pad at that point. If you do want to use this in this manner you may want to consider adding some cam buckle straps like the Malone Cam Buckle Load Straps with Buckle Protectors - 12' Long - Red - Qty 2 # MPG307-12 to keep the board or kayak secured in the truck bed.
The best solution would be to use a ladder rack. To protect the boat or board from the bars you could use some foam block carriers like the # MPG172 and then use those straps mentioned above to secure everything. It will cost a bit more but it's going to give you a much nicer and functional solution to carry a kayak or paddleboard.
