Assuming this system fits the 2019 airstream sport16rb , how would the propane tanks be changed? Does the bike bed swivel or come off easily to access the tanks?

Hey Scott. The Lets Go Aero Jack-E Bike Rack item # LGA92ZR does not swivel and doesn't have a simple process for swapping out propane tanks. You'll need to remove the bolts attaching the tray to the supports to be able to remove your propane tank cover and lift the tanks out.
So long as your Airstream's propane tank cover is no taller than 24-1/2" and your jack is less than 23" tall and 7-3/10" wide, the Lets Go Aero Jack-E Bike Rack item # LGA92ZR will work.
The Lets Go Aero Jack-E Bike Rack item # LGA92ZR is extremely unique. It's the only tongue mounted bike rack with the capacity to carry heavy e-bikes. With a 80 lbs per bike capacity it stands alone. You'll definitely need to weigh that in your decision on the difficulty with swapping out the tanks.
If you don't have e-bikes the Lets Go Aero Jack-It TS TwinSpin item # LGA23VR would be a better option at 40 lbs capacity per bike. This one does indeed swivel out of the way.

Would it then make sense to hinge the rack ( plate) and bolt on one side so when bikes are removed the system could be moved by removing one bolt and open the plate for propane access when the bikes are not on the system? Thus reducing the need to move a heavy product to do frequent changes of the Lp.
