The first thing you want to do to determine if your vehicle can be flat towed is to consult towing section of the owners manual of your 2008 Honda Accord. There should be a section on flat towing that will list any restrictions on flat towing that your vehicle may have.
If you owners manual says you are good to go the first thing you are going to need is a base plate kit. For that I recommend the Roadmaster EZ Base Plate Kit # 521561-1 that you referenced. This will provide you with the attachment point for the tow bars. Installation of this product would not be too difficult. If you have access to basic tools and have basic mechanical skills you should be just fine. I attached a set of installation instructions for this product for you to check out so you can see what is involved.
Next you are going to need a tow bar. I would recommend the RoadMaster Sterling All Terrain Tow Bar # RM-576 because it has a Freedom Latch that prevents the arms from binding, is lightweight aluminum and it comes with safety cables, quick-disconnects and lighting wiring already ran.
You are going to need a lighting solution also, since there are many options for lighting I attached an FAQ article that will let you pick out the best solution for you based on your needs.
And finally, most states now require a supplemental braking system on the vehicle being towed. The easiest to install and use is the Roadmaster Even Brake portable proportional braking system, part # RM-9400. This unit activates the brakes on the vehicle being towed in proportion to how much the RV is braking. This is the safest type of braking action, and it reduces wear and tear on the RV and towed vehicle brakes.
All the current prices for these products are listed on the product pages.
