why wont my blue ox patriot turn off it is disconnected and still blinking

What you describe is completely normal. The Blue Ox # BLU37TR Patriot features an internal capacitor that stores power in the event that battery connection would be lost. The power stored in the capacitor is what is causing the LED to blink and will deplete within 20-30 minutes.
