Question:
How do I access the owners manual for my Yakima 4 bike Swing Away rack. I want to adjust the fasteners on both sides of the rack.

It sounds like you are referring to the Yakima FullSwing 4 Bike Rack - 2" Hitches - Swinging # Y02465. It is very simple to adjust the fasteners as you can see in the demonstration video I have attached for you. I have also attached a link to the instructions/manual for you to check out, although the video seems to be easier to follow in my opinion.
