I am looking to get chains for my rear tires on 2017 Tacoma tire size 265/75r16. I am debating between item #TC2828 and #TC2828CAM. Your website has #TC2828 listed as ok for on and off road use, but #TC2828CAM is listed for only on road use. Are tightening Cams not recommended for off road use? If so, why not? Thank you

You are correct that cams are not generally made for off-road-use chains as the rough terrain increases the likelihood that they can come undone.
When comparing the two Titan chains for your 265/75R16 tires, part # TC2828 and part # TC2828CAM, they are both great chains that have almost all of the same qualities (save for the cams).
If you plan on travelling off-road, then go with the # TC2828. If you don't, then go with the # TC2828CAM since the cams make it much easier to get a tight fit. I've linked to video reviews of both of them.
For either, I recommend getting Chain Multi-Arm Rubber Tire Chain Adjuster for Light Trucks, part # TCMA2, to ensure a secure fit. These are featured in both of the videos for the chains.
