On the 2007 and newer Ford Escape you should not have to drill to install this hitch. There should be space to fishwire the hardware through the end of the frame. If there is access to put the bolt and spacer into the frame rail from the end there is no need to drill.
If there is not room in the end of the frame rail to install the hardware then you will have to enlarge a hole on the drivers side and drill a hole on the passengers side to get the hardware inside the frame rail, but you will not be using these holes to secure the hitch. The holes are for getting the hardware into the frame only.
Some items you may need with the Class III hitch are as follows,
Drawbar 2923
Pin and Clip PC3
Ball 19260, 19247 or 19287
Wiring Harness 118430 or if you have the tow package 118251
Hitch Lock 5201 or 7683
