I have a 2003 Ford F250 2 wheel dr installing a Curt 31014 my truck is not four-wheel-drive do I use the brackets for the front leaf springs?

Yes the install of the Curt front hitch part # C31014 on your 2003 Ford F-250 does use the front leaf spring bracket like you mentioned. I attached a picture I took from the install instructions (also linked) that shows how it all goes together.
