Hi, can I use the receiver at the shank level with this unit? Meaning is the stack at the shank level useable? Or to better explain are all 4 receiver ports on this stack useable? Replacement Shank for Gen-Y Adjustable Ball Mount - 2 Hitch - 7-1/2 /Rise - 10K Item # 325-GH-304

I believe you're wanting to know if all 4 receivers provided by the Gen-Y # 325-GH-304 shank are usable, is that right?
All 4 receiver tubes on the # 325-GH-304 shank are indeed usable, including the top most one. You could even use more than one receiver, but you'll need to abide by either the 1500 lb tongue weight capacity of the shank or the tongue weight capacity of the hitch on your vehicle, whichever of the two is lower.
