Is it possible to purchase wheel locks for a trailer with dual axles, same lock for all four wheels?

Yes, there are wheel locks that are available for a tandem axle trailer that you can have keyed alike. They aren't lug nut locks like the but instead standard locks that clamp around your tire and wheel to secure them, and you can get multiple locks with the same key by choosing the "Keyed Alike" option on the drop-down page.
These will work so long as your trailer has wheels that are between 12" and 20", which most do:
