Yes. The Replacement U-Bolt for 1-1/2" Wide, Square Trailer Axles - 1/2" Diameter # 1753223 does come with the matching nuts to secure these U-bolts to your axle to the leaf spring with a U-bolt plate.
I've linked the review video of these U-bolts that shows the nuts that are included with these, they're just not included in the product photos currently, so I can see why this might be confusing.
