Recommended Solution to Tow Trailer and Carry Bike Rack on Same Receiver
Question:
I am looking for a hItch that fits into a 2 inch receiver with a riser that is 1 1/4 inch for my bike rack. So 2 inch on the bottom and 1 1/4 on the top. Anything like that available?

I have a solution for you, but there is not a specific part that does this so you'll need to use a combination of things. To start, I recommend using the Curt Multipurpose Ball Mount # D210 which is a combo ball mount and 2" receiver. You'll then need to use a hitch reducer like the Hitch Reducer 2" to 1-1/4" Trailer Hitch Receiver # HT02, which would reduce the 2" receiver to 1-1/4" for use with the bike rack. This would allow you to tow a trailer up to 7500-lbs/750-lbs tongue weight and carry an accessory up to 500-lbs total, so it would be a good solution for you if you're looking to tow and carry a bike rack.
If you're looking to do something else with the lower receiver just let me know what the use will be and I can work to find the best solution.
