im installing on a 5500 ram need to know if its safe to just bolt it on or do i need to weld it

According to Buyer's Products, their # 3371809067 Hitch Plate with receiver tube and D-rings needs to be bolted AND welded in order to achieve the stated 20,000 lb capacity. If it's merely bolted in place, it would have an unknown weight capacity which could be dangerous. According to Buyer's Products, the hitch plate is a fit for 2008 and later cab and chassis 5500 Ram models.
