The Curt Trailer Hitch Receiver - Custom Fit - Class I - 1-1/4" # C11329 is the correct hitch for your 2008 Ford Fusion.
However, if cost is your primary concern and the only thing, you're looking to haul are bicycles, you might consider a trunk mounted bike rack instead, which could cost about half as much as the hitch. The Hollywood Racks Express 3Bike Rack # HRE3 is a fine product that will meet that specific need.
If you're interested in a hitch bike rack, you first need to know that a class I hitch will only carry 1 or 2 bikes. You cannot carry more than 2 on a Class I hitch. To carry 2 bikes, I recommend the Hollywood Racks Destination Bike Rack for 2 Bikes - 1-1/4" and 2" Hitches - Frame Mount # HLY94FR. This is a great rack that won't break the bank.
