For your 2004 Workhorse W22 chassis there isn't a specific custom front mounted hitch receiver. Because of that, I recommend using the Adjustable Width Trailer Hitch Receiver for RVs, 22" to 66" Wide # C13704 if you have the clearance under your frame for that not to disrupt. An adjustable hitch that is bolt on will be easier than a weld on option, but that is also a possibility.
