Troubleshooting Trailer Brake Controller with Fluctuating Voltage

Question:
Output voltage fluctuates if i slightly move controler.

On your trailer brake controller, the fluctuating voltage if it is output would be due to the accelerometer that is integrated in the controller if it is a proportional controller but it being so touchy still doesn't sound normal. Whether it is proportional or time delayed in function there likely is a malfunction or connection issue. I've attached an article to assist with troubleshooting.
