Assuming that the safety chain loops have an opening greater than 1/2" in diameter, you could likely use something like the JR Products 1/2" Quick Link for Safety Chains # 37201345 to give yourself something larger to hook into.
If your safety chain loops are smaller than that, let me know and I can see if there is another solution we can come up with. You can also provide a photo of the chain loops, which might be helpful in locating a solution.
