Will this bike rack tilt away far enough to lower the tailgate on my 2002 Toyota Tundra?

The Swagman Trailhead 3 Bike Rack for 1-1/4" and 2" Hitches - Tilting # S63365 does have the nice tilting function but that is designed for hatch access and not complete tailgate access. It won't allow you to completely drop your tailgate in most cases. For the complete tailgate access you will need a swing away adapter like the Yakima BackSwing Swing Away Hitch Extender for Bike Racks - 2" Hitches # Y02483.
