Expert Reply:
I took a look at the installation directions of the Roadmaster Crossbar-Style Base Plate Kit # 1003-1, and you do not have to cut your bumper in order to attach these base plates to your 1987 Suzuki Samurai. I have added a link below to the instructions for you as well if you'd like to check them out.
Along with base plates there are a number of other parts you'll need to flat tow your '87 Samurai, which are the following:
- Tow Bar: Roadmaster Falcon 2 Tow Bar # RM-520
- Safety Chains: Roadmaster 80" Coiled Safety Cables # RM-653
- Wiring Kit: Roadmaster Universal Hy-Power Diode Wiring Kit # RM-154
- Supplemental Braking System: Brake Buddy Classic 3 Portable Supplemental Braking System # HM39494
