The hitch is the complete kit, and will fit your '99 F-350 perfectly.
The only thing you may be interested in is a gooseneck wiring harness for your F-350 if you don't have one, the Curt 5th Wheel/Gooseneck Custom Wiring Harness with 7-Pole Connector # C56000.
