Is the Weight of the Wheels and Tires Part of the Capacity of the Dexter Axle Beam with 4" Drop

Question:
Is rated axle capacity the amount of weight the axle can carry? Or is the rated capacity of the axle, the amount of weight that the axle can be put on the ground? In other word is the axle, tires, rims, brakes included in the axle rated weight capacity of the axle?

The axle capacity of something like the Dexter Trailer Axle Beam with 4" Drop E-Z Lube Spindles - 89" Long - 3,500 lbs # 8327812 refers to the amount of weight that it can carry; the weight of the tires, wheel, etc. are not part of the load and actually also carry weight, so they're not considered in the equation when it comes to the axle. This axle is 89" from hub face to hub face and 74" between the centers of the spring seats, which would be the important measurements to match up with your old axle, in addition to the capacity.
