Looking to build a hay unroller to feed large round bales that will not weigh over 1300 lbs mostly closer to 1000. It will not have an axle. What spindle wheels etc do you recommend?

You'll want a wheel and tire setup like the part # Taskmaster ST235/75R15 Radial Off-Road Tire w/ 15" Vesper White Spoke Wheel # TA52RR which has off-road tires for your application so to build the setup around that you'd want hub # 8-213-5UC1-EZ and then a spindle like the # TRU37FR that you referenced.
This setup has about 4 times the weight capacity you'd need in terms of on-road weight capacity which should be fine for what you are doing.
