Do you sell the axels for these? What would one use for an axel? How or what do you recommend for a coupling or wheel hub to hold the wheel on the axel?

The Taylor Made Roll-In Dock Wheel part # 3691224 is designed to fit a pretty particular application as wheels that can be added to a Taylor MAde Dock to help roll it in and out of the water. It requires a 1-5/8" - 1-15/16" diameter axle. In this case that can be a stiff pipe with that diameter that allows you to slide the wheel on then use a clevis pin to secure it. It could also be large bolts that you could do the same with it.
Just keep in mind these are not for any type of on road use or for long distances. It is a short distance slow speed application. Check out the linked video for some more specifics.
