Question:
I have a 2004 Dodge 3500 Dully with a 8 ft bed and I am towing a 5th wheel its a 4113 Seismic Jayco with a Gooseneck pin. So i do not have enough clearance to turn, now will this part #BWGNXA4085 work in my situation and will it hold the weight?

If the gooseneck hitch you have installed in your 2004 Dodge Ram 3500 long bed is a B and W hitch then yes you can use the part # BWGNXA4085 and it will give you 4 additional inches of offset clearance. Since your truck is an 8 foot bed I can't imagine needing more clearance than what this would offer as well. This has a trailer weight capacity of 20,000 lbs and a pin weight capacity of 5,000 lbs so you'd need to compare that to the weight of the camper.
