Can I put 3 or 4 bikes on a rack on this hitch? If not, which hitch do you recommend, or do I also need a roof rack?

The Curt hitch part # C11406 that you referenced is a Class I hitch which means it can only carry up to 2 bikes at a time like with the Hollywood Racks Trail Rider part # HR200Z.
To carry additional bikes you'd need a roof rack like the Inno rack part # INB127, # INSUT, and # INK876 so that you could carry a bike rack like the Inno Tire Hold part # INA389.
