The Redarc Tow-Pro Elite Trailer Brake Controller part # RED44FR is a great option for a 2016 Toyota Highlander but there is no plug-in play harness for this vehicle. Therefore, you must hardwire the unit into the vehicle with an installation kit like the Universal Installation Kit for Trailer Brake Controller part # ETBC7.
If you don't want to splice then I suggest using the Curt Echo Wireless Trailer Brake Controller part # C51180.
