The Yakima BackRoad 4 Bike Rack - 1-1/4" and 2" Hitches - Tilting # YA44FR is not designed for tilting when bikes are loaded on any vehicle. The anti-sway cradles are not designed to hold the bike weight at that angle on any hanging style rack.
If you have a 2 inch receiver, I recommend adding the swing away # Y02483 or you can instead use a platform style carrier which can be tilted like the Hollywood Racks Destination 4 Bike Platform Rack - 2" Hitches - Frame Mount # HR4000.
