Question:

We bought the Hollywood RV ebike rack HLY64FR from you. What cover do you recommend? Have 1 ebike. Is the swagman a nuisance to have to remove rack. or ok to just leave it on for 5 months travel

The Swagman Bike Cover for RVs - Large - 2 Bikes # S24FR would be a fine choice to protect your e-bike on the Hollywood Racks # HLY64FR bike rack, assuming it's less than 70 inches in length and 52 inches in height. This bag is designed for 2 bikes, but you can gather up the excess portion of the cover using the included cinch straps. When first installed, the bike rack needs to be removed so the shank of the rack can be fed through the cover, but after than the cover can remain in place. This information is provided in the installation instructions, which you can see below.

Do I have to cover the rv rider rack when it is folded up and not in use to transport e-bikes?

@DavidW You can if you wish, but it isn't necessary. You'll want to note that the Swagman # S24FR bike cover is intended for use behind an RV, and shouldn't be used on a car, truck, SUV or van. Doing so will expose the cover directly to the wind which will damage the cover over time.
