Hi, I have a 2010 Subaru Outback 2.5 with a 2inch class III hitch installed by UHAUL. What hitch carrier would you recommend to safely transport my Vespa.

The Ultra-Fab # UF48-979033 carrier you'd looked at could work for you, if the tires on your Vespa aren't wider than 5 inches.
One thing to keep in mind, scooters like your Vespa have a very strong weight bias to the rear. You'll want to load the scooter on the carrier so that the weight is evenly distributed, which means that the scooter will not be centered on the carrier, which is fine.
You'll also want to ensure that the weight of your scooter plus the weight of the carrier (the Ultra-fab weights around 50 lbs) doesn't exceed the tongue weight capacity of your hitch. The hitch should have a sticker on it listing its tongue weight capacity.
You'll also need some ratchet straps like # EM05729.
