Can Swagman Upright Roof Mount Bike Rack be Mounted on a Flatbed Trailer

Question:
Can this rack be mounted to a flatbed trailer? Are there holes drilled to allow for mounting?

If you'd be willing to drill into the floor of your flat bed trailer I am sure you could find a way to install the Swagman Upright Bike Rack # S64720 to it. The channel and brackets of the rack have holes that you could run the included hardware through the floor of your flat bed as well.
