Wondering if the Draw-Tite hitch, #36416, and the Thule TH990XT, are a good combo for our 2009 Toyota Camry LXE 4 cyl.?

The Draw-Tite Class II receiver you mentioned # 36416 and the Thule Doubletrack Pro XT # TH92BJ would work very well together with your 2009 Camry.
There will be enough clearance between the rack and vehicle bumper for the rack to fold up into its storage position.
