Hello, i have A 2003 Chevy Tahoe that i am planning on towing. I installed a 2 inch receiver on the front about a year ago to use for my removal able winch. it is tied into the holes where the recovery hooks used to be. what are my options for hooking up to this. is there a straight bar or base plate that i can connect to my 2 inch receiver on my tow vehicle.

I have a solution for you, but a front mount trailer hitch like the # 31302 can only be used for a winch or for pushing around a trailer to get it in the right position; you can not use it to tow your 2003 Chevy Tahoe. You would not be able to turn properly with a single attachment point at the center of a 4 wheeled vehicle, it's not really going to be an option for you.
To safely flat tow a vehicle you will need a special attachment called base plates, a tow bar, safety cables, lighting, and supplemental braking. Base plates and a front mount hitch cannot both be installed at the same time. They will interfere with each other, so your front hitch would need to be removed for this purpose. I've gone ahead and put together a basic list of the parts I recommend for this setup for you to have a look at, as well as linking some helpful articles on flat towing a vehicle that I recommend having a look at.
Base Plates: Demco Classic Base Plate Kit # DM9518077
Tow Bar: Demco Dominator Non-Binding Tow Bar # DM9511008 (comes with safety cables integrated)
Tow Bar Wiring: Tow Ready Tail Light Isolating Diode Kit # TR118821
Supplemental Braking: Blue Ox Patriot Portable Braking System # BLU37TR (easy to install and switch between vehicles)
You also may need a high/low adapter like the # RM-048-10, but you will need to measure your setup (as described in one of the attached articles) to determine the correct one.
